The Death of Bernadette Lefthand by Ron Querry is excellent.

The story is about the unsolved murder of an Apache woman, primarily told through the point of view of the victim's sister. But it isn't what I would consider a crime novel; it's more about Bernadette's life, and the anguish of the people left behind, than about her death in and of itself, even if the fact of her death is a constant presence in the novel.

The characters all feel very real, and the story is really vividly grounded in the American Southwest setting. There's a painful thread of melancholy woven throughout the entire thing, and while I would usually expect it to be a bit much, it's carried off perfectly here.

When this one was published in 1993, it was the author's first novel. He's written another since then, Bad Medicine. My library doesn't have it, but I enjoyed Bernadette Lefthand a lot, so I'll have to try to get my hands on it.

I don't re-read most novels, but I can see myself re-reading this one.

I've heard really good things about Bad Medicine, but haven't tracked it down yet.
